Research & Development (or R&D for short) has been added in 0.2.7. It's accessible at all times.
Research
There are currently 55 technologies available (45 CPU and 10 Tech). The requirements for unlocking a research are year, CPU level and in some cases there is a prerequisite technology.
Research is grouped into 2 tabs: CPU and Technology.
Note that 1 level is 100 experience.

R&D Budget is accessible by clicking the gear in top-right corner.
The amount of money you've allocated for your budget will be deducted daily, but only if you're currently researching.
At the beginning the maximum amount is $500 which yields 2.52 RP/day. The default value is $162 which amounts to 1 RP/day. Maximum budget increases by $300 every 10 years.
