Research & Development (or R&D for short) has been added in 0.2.7. It's accessible at all times.
Research
There are currently 26 technologies available (21 CPU and 5 Tech). The requirements for unlocking a research are year, CPU level and in some cases there is a prerequisite technology.
Research is grouped into 2 tabs: CPU and Technology.
